Proffesionalism of the sector
The Spanish construction labour foundation is the tool the sector has created
to improve the professional training and to promote health and safety at work.
The Foundation is a non-profit joint entity formed by the main agents of the industry,
the Confederación Nacional de la Construcción Spanish national confederation for
construction (CNC), the Federación Estatal de la Construcción,
Madera y Afines Spanish state federation for construction, wood and by-products
from the Comisiones Obreras Spanish trade union (FECOMA-CC.OO.) and the
Metal, Construcción y Afines Spanish federation for metal, construction and by-products
from the Union Gerenal de Trabajadores Spanish trade union (MCA-UGT).
It is aimed to give a professional character to the construction industry, training
and encouraging workers to have employment quality and make them aware of the correct
preventive measures.
The Foundation field of action covers Spain and reaches all the companies and workers
included in the General Agreement of the Construction
Industry.
As stated in the by-laws, the Foundation’s supreme body of government, administration
and representation is the Board of Trustees, which channels its competences through
the Executive Commission designated amongst its members.
Nevertheless, the Foundation has a decentralized system and the Board of Trustees
delegates its duties to the Territorial Council of every Spanish Autonomous Community.
All the entities of the Foundation have a character of parity. The construction
labour foundation has the financial support of the construction industry, which,
thanks to the General Agreement, has established and compulsory fee, calculated
out of the Social Security Tax Basis.
In order to achieve its objectives, the Foundation is focused on three main areas:
- To improve the professional training.
- To promote health and safety at work.
- To promote the improvement of employment quality.
